Your benchmarks do not test the effect of "shifting load towards the server",
since you haven't measured how long load.php takes compared to static file
serving, and you haven't measured the load.php request rate. You're only
measuring the time for individual page view requests, which as I said, should
be roughly the same as in 1.16.

If it's not roughly the same, then it would be interesting to know why not.
Perhaps if you enabled the profiler and provided profiling data then we could
determine that.
