Right, this is what is needed.  Please keep the discussion open -- even
publicizing it would be good.

If arabic/international digit use is becoming widespread, then it would be
helpful to show that as it could be used instead of broader consensus. 
Pointing to policies of the Indian government, or a few Hindi universities
would be helpful here.

I apologize if this all seems unnecessarily slow, but we want to make sure that
we don't introduce big changes without making sure it is the right thing to do.
