When installing 1.17.0 for the first time, I selected CC0 as the default
licence.
When I accessed my wiki, the licence icon that normally exists by the "Powered
by MediaWiki" icon was a broken image: /skins/common/images/cc-0.png doesn't
exist.
As this is one of the default options, the icon should exist by default.
