If you read that page, you would learn the user language should be selected using the following priorities: 1. Cookie (previous user preference) 2. According to the previous (referring) page (e.g. when you click on a Commons link on the Czech Wiktionary, you’ll get Commons in Czech) 3. Browser language 4.
