Maybe I'm misunderstanding, but why do we need to create interwiki links for
languages that do not have their own domains? When these languages active
enough, they should get their own domains and a new interwiki link for them. In
the meantime, using the regular oldwikisource interwiki should work.

Or do you mean that you want an interlanguage link? That's the text that shows
up in the sidebar under "In other languages" and will link to the page in
another language.
