Using the installer a second time on an existing wiki data base
(with localsettings.php removed or lost)
will be able to restore localsettings.php and asks to create
an administator account for the wiki but does not create it.
The installer should either not ask for administrator data,
or warn that this account already exists / does not exist,
and create or update it if asked to. Creating a new or additinal
admin account would be useful if the original accounts password
was lost and no e-mail address exists for it, or there was a
typo in the name initially, etc.
