Wikis should be able to disable loading of parts of the mediaWiki/mw javascript
library. When a wiki has no use for part of it, there's no reason to slow down
loading to load an unneeded pile of javascript. (And in the case of some of the
parts of mw, they're pretty much always loaded pointlessly; I still haven't
been able to figure out a possible way mw.html.element could be useful...)
