Right now for wikis that don't exist, they get a (from a user's standpoint)
vague error originating from MWMultiVersion.php on line 235.

Before Heterogenous deployments, the existence of the wiki would be checked
against the dblist in CommonSettings.php, and if it were absent
"$wmfConfigDir/missing.php" would be outputted. Right now it never gets there.
