It should be possible to upload XML files of MediaWiki dumps to Incubator
and/or Commons.
It is needed because some Incubator wikis are exported and deleted, but users
should be able to download those deleted pages.
At Incubator, upload is restricted to bureaucrats, so there wouldn't be a big
security issue, but Brion said it's better to validate the XML file anyway.
