I do not think we should do this unless there is wide agreement its a good idea, or at least some usability studies suggesting its a good idea, etc. (There's also probably some difficulty in doing this efficiently given how deleted revision info is stored in a different table currently...) There's also some political issues with deleted revisions traditionally being secret, some of the arguments at bug 24941 apply.
