Namely, that the display name be different from the registered user name. There are all sorts of reasons you might want to do this (capitalization changes, attribution to your real name, etc.). This is probably a duplicate bug, but I don't see any part of the request that's invalid. The English Wikipedia's rules and policies are certainly distinct (and outside Bugzilla's scope), but neither comment 0 or the bug summary indicate that it's the English Wikipedia's practices that are trying to be adjusted via Bugzilla.
