It would be nice with hooks before and after printing the TOC, making
extensions like [http://www.mediawiki.org/wiki/Extension:CustomTOCLength
Extension:CustomTOCLength] less hackish. For file pages there is
ImagePageShowTOC, which is great, but for normal TOC's the nearest hook is
InternalParseBeforeLinks, which is a bit far.
