On Incubator (English as content language) I changed a filter using Dutch as
interface language, and it gave this as output in IRC:
[[Special:Log/abusefilter]] modify * SPQRobin * heeft
http://incubator.wikimedia.org/wiki/Special:AbuseFilter/3 gewijzigd
(http://incubator.wikimedia.org/wiki/Special:AbuseFilter/history/3/diff/prev/3)
In other logs, a check is done whether there is a skin. If no skin, the log
message should use the content language.
