I have an old implementation of most of this at
http://svn.wikimedia.org/svnroot/mediawiki/branches/remotesite/ - I'm happy to
bring it up to HEAD and fix in the missing bits if there's still interest, and
people think this is the right approach.
(cross-posted to bug 11 as that was the original source of my branch)
