As a non-English speaking user, I'll try to explain: When English speaking
users go to a foreign language wiki, they don't need to know the local name of
a particular special page: they just type the English=canonical name.

But, what about non-English speaking users visiting a foreign wiki? They only
know (as aforementioned users also do) their own-language page names. So, how
are they supposed to access the desired local special page? This functions,
used in their own wikis as a previous step, may bring them those "unknown"
canonicals.
