Moving a thread to a watched page does not fire notifications, where creating a
thread on a watched page does.
Use case: users report issues in threads on a central page, and admins move the
threads to their respective project pages, that are in turn watched by project
developers. This way the project maintainers are not notified of new thread on
the pages.
