Once the system is in place (bug 30673), we should start figuring out a way to
use the collations. This one is a reminder to use it in the PrefixIndex system
(used on Special:PrefixIndex as well is in ApiOpenSearch and perhaps other APIs
supporting "things" by prefix (user contributions ?)
