Thanks, I didnt know this. Problem is awareness of ResourceLoader among smaller wiki admins. I come from Tamil wiki(hardly 3-4 developers who occasionally visit and dont necessarily keep track of mw development.) where there are huge gaps technically. Probably a Wikimailer to all sysops to convert the gadgets / scripts they use to use ResourceLoader might atleast create awareness and they could then take help of local developers to migrate the tools. Even a quarterly update mailer to language wiki sysops might help. I know atleast 10 language wikis which use older HotCat for instance.
