In the 1.17 branch, SpecialOAIRepository uses an old-style constructor, which
causes a ‘Invalid special page name ""’ exception to be thrown when trying to
use Special:OAIRepository. r81705 fixed this in trunk but it was not integrated
into the 1.17 branch.
