Right now /w/resources appears to point to 1.17 for all wikis (as it's still
the default, which is fine for a default).
However on test2.wikipedia.org, scripts referring to something in /resources
from the web (such as ResourceLoader in debug mode) is getting numerous 404
errors for files It assumes exist (which do exist in 1.18).
Either /resources should adhere the wiki of the hostname it's referred on, or
we need something similar to /skins-1.xx. In the latter case core would have to
be adjusted as it currently does not support a custom location for the
resources directory.
