In Russian Wikipedia we have a usergroup "uploader", which allows to upload
files only after 14 days since the registration. I would like to know whether
it is possible to achieve this through the MediaWiki, rather than a local
script, so it can be awarded automatically and by sysops and removed by sysops.
We will not discuss it until your answer about technical possibility.
