I think it does if you manage multiple wikis. AFAIK in many places in the config the Namespace constants have to be used in ascending order. So config maintainers actually are NOT independent of which number is behind which symbolic constant. That makes configurations non-portable, unless you enforce a global namespace policy on all of your wikis.
