I don't think this makes sense: either the wiki uses local templates or it
doesn't, you can't have a double system in place. 
Local unmaintained templates should be deleted, or you can ignore them with a
single edit to [[MediaWiki:babel-template]]. See also
[[:m:Talk:Babel_extension#Crosswiki]] (assuming you're talking about Wikimedia
projects).
