See, for instance, [[Wikipedia:Village pump (technical)]]. It is in two
(non-hidden) categories, which are linked from wikitext like so:
[[Category:Wikipedia noticeboards|{{PAGENAME}}]]
[[Category:Wikipedia features|{{PAGENAME}}]]
The <a> elements that are generated in the "Categories" box at the bottom of
the rendered page have the attribute title="{{PAGENAME}}".
Instead, they should have title="Category:xyz".
