I think you are describing a situation like this:

- There are files which have EXIF rotation information.

- Some desktop tools do not display the file correctly, with EXIF rotation.

- So, the user rotates the file "physically" so it looks right in their desktop
tool. But the EXIF information is still preserved.

- Then they upload it to Commons, which detects the EXIF, and rotates it
*again*.

- Chaos ensues

But, my question is, how do we fix that without also causing a bug if the user
has desktop tools which do the *right* thing?

Do we supply some sort of button on Commons to rotate the file until it looks
right, then nuke the EXIF?
