At least since 2011-10-09 21:xx UTC, my uploads initiated at
https://commons.wikimedia.org/ have speeds like 20-40 KB/s, sometimes looking
like 0 (but apparently still uploading).
Uploads using https://secure.wikimedia.org/ have proper speeds, maximum for my
connection.
