When the UploadWizard extension is checked during a default mediawiki install,
the intall does not complete.  

Steps to reproduce:
* from a bare system, install apache, php, mysql, etc.
* svn checkout trunk for 'phase3' in the apache docroot
* in the phase3/extensions folder, svn checkout trunk/extensions/UploadWizard
* point your web browser at phase3 to start the installation
* during installation, check the box to include UploadWizard
* go the rest of the way through the intsallation to where it should be
generating the LocalSettings.php

Observe: the install stops midway when trying to set up UploadWizard
Observe: in the apache error log, the following line appears:

apache version 2.2.21-1.18.amzn1 
PHP 5.3.8 (cli) (built: Oct  6 2011 01:01:46) 
mysql version: 5.1.52
