Currently MediaWiki software has "UserRights" hook
(http://www.mediawiki.org/wiki/Manual:Hooks/UserRights) to processing some data
AFTER save groups changes to database.
Please add new hook to processing data before changes (i. e. to abort changes
with extension function).
