As Bawolff pointed out, this should not be an issue anymore with current MW versions. So, it's all about backwards compatibility. Unfortunately, I can't reproduce the list of untranslated exif-messages on my local machine. If you can point me to an instance where I can find the missing messages, I will be happy to add them to the language file of PagedTiffHandler.
