I'm not sure I understand what you're saying... I know these links used to exist on Special:Blocklist, because I used them all the time. Contribs didn't show any results, of course, but the main purpose in me going there was to click on the "check user IP addresses" link at the top of the page. If you'd rather not link this to Contributions, would it be possible to add a link to the Checkuser form only visible to those with access to Checkuser?
