It seems like &wpBlockReason= and &wpBlockReasonList= URL parameters are no
longer working in MediaWiki 1.18 (whichever version is deployed to Wikimedia
wikis right now). And possibly &wpBlockExpiry as well? r83795 seems like the
likely culprit.
