This is an issue in the new ("ooMenu" based) suggester.
"Underline links: always" is a per-user setting which I like and use on most
wikis. It didn't caused issues with the old suggester. But the new suggester
now looks like in the screenshot. The labels are underlines even if they are no
real links (they are links for some reason but link to javascript:void(0) which
is an other issue I will report separately).
Same problem in all suggesters, e.g. when selecting a property or a site link.
