CHANGES TO TASK DESCRIPTION

Per [community discussion](https://www.wikidata.org/wiki/Wikidata:Project_chat#Format_of_references_referring_to_an_external_database_and_distinct_values_constraint), we probably want to change the default scope of `UniqueValuesChecker` to only `Context::TYPE_STATEMENT`.
