Please note that bots and admins ("sysops") have the noratelimit user right, which will render them unaffected by any of these changes. Stripping that right from these groups might have "funny" side effects… this would need further evaluation.
Despite of that, I also think that 8 edits per minute per IP/ newbie might be to few for certain kinds of edits… we should gather data on this.
