CHANGES TO TASK DESCRIPTION

Per feedback on https://gerrit.wikimedia.org/r/#/c/414633/, maybe the `description` API should live in its own extension so that it can be used without Wikibase as well. Also since it is mainly for the benefit of the mobile apps and editing tools, maybe WMF Audiences should take ownership of it.
