This is now in testwiki (also beta enwiki) and seems to be working well. Just from testing some large API queries, it seems on par with pageterms on performance (both are fairly fast even for thousands of pages). I think it could go to enwiki later this week, but I won't be around. Anyone willing to shepherd https://gerrit.wikimedia.org/r/420227 through SWAT? Otherwise, I can do it next Tuesday.

@Tgr Are you going to tackle T173144 as well so the remaining descriptions are still being tracked and changes show up in the watchlist?

I'll make an attempt at adding auto-tracking for pages which do not have a manual description (next week, maybe); nothing as generic as the hook proposed in T173144 though.
