CHANGES TO TASK DESCRIPTION
It would be very useful, especially for integration with 3rd party services, to be able to look up Entities based on the external identifiers associated with them. There are two obvious ways to achieve this:
* treat external IDs as SiteLinks instead of Statements. For SiteLinks, we already have all the mechanisms in place.
* implement a separate "entity lookup" API based on main snaks with StringValues or EntityIdValues.
Ideally, this kind of addressing should also work with Special:EntityData. It's unclear though how this would work if there are multiple entities with the same external ID.
