TASK DESCRIPTION
Mariadb and MySql (form 5.6.3 up to 5.7.7) have issues (Error: 1709 Index column size too large) during the creation of the necessary tables while using utf-8 encoded databases for wikibase. This error applies wb_id_counters and wb_items_per_site (line 9 and line 20 @extensions/Wikibase/repo/sql/Wikibase.sql).
The solution, which is described in the stackoverflow article, is only possible if a user has the permission to change the behavior of the entire databasemanagementsystem or it's already done by the administrator.
