@zeljkofilipin we don't really use vagrant with wikibaselexeme. Actually, all developers have been using docker containers for the development work.
Not that it is the answer I am proud to give, but in theory enabling wikbase_repo role, and then manually cloning WikibaseLexeme, and wfLoadExtension'ing it should be enough. No extra config for wikibaselexeme is needed to run browser test.
