This is only going to get more complicated when commons is both a client and a repo for the mediainfo extensions and the solution won't quite be as simple as this.
For mediainfo we may need extra configuration for example $wgEnableWikibaseMediaInfoRepo, and then we could also have $wgEnableWikibaseLexemeRepo instead of just checking if repo is loaded.
