We have good reason to think that preventing jobs from sendinig cookie/headers is the definitive fix. https://gerrit.wikimedia.org/r/439289
I would like to publicly praise @Anomie who immediately identified the root cause on this task, stepped in to craft a patch and went the extra step to also address headers() being call in post-send jobs. Thank you Brad.
