We have tried skipping the offending test in: https://gerrit.wikimedia.org/r/#/c/mediawiki/extensions/ContentTranslation/+/449447/
Unfortunately this just seems to move the failure to the next test along.
We've been progressively debugging but since we can't reproduce locally it's taking quite a while.
So far it seems the problem is related to:
[Wikibase\Lib\Store\Sql\WikiPageEntityRevisionLookup] loadEntityBlob: Calling getRevisionText() on revision 2 [Wikibase\Repo\Store\WikiPageEntityStore] Q1 [MessageCache] MessageCache::load: Loading en... local cache is empty, global cache is expired/volatile, loading from database [Wikibase\Repo\Api\EntitySavingHelper] Could not create a new page. It already exists.

Continuing to look to figure out why this happens.
