TASK DESCRIPTION

Reproduce:

  1. Create three new items.
  2. First item with label "test" and no description
  3. Second item with description "test" and no label
  4. Third item with label "test" and description "test"
  5. Merge first and second items
  6. Now there're two items sharing the same label and description.

Excepted: The merge should be disallowed.

An example is Q663738 and Q694784, after a merge they now share the same Chinese label and descriptions. It does not affect editing other parts of item.
