[Wikidata-bugs] [Maniphest] [Created] T205194: Make sure EntityLinkFormatter implementations not use wb_terms table

TASK DESCRIPTION

It looks like all EntityLinkFormatter implementations in Wikibase and WikibaseLexeme do not rely on LabelDescriptionLookup, neither access wb_terms table directly.

It could be that label/description data that is passed to formatters is fetched from wb_terms. Need to check all callers in Wikibase* repositories and see if changes need to be made.
If LabelDescriptionLookup is used, make sure CachingFallbackLabelDescriptionLookup is used.
