I think this bug is resolved. I tried to test it in different items and worked just fine. @Mormegil can you please test it, since you have a better idea about the buttons behavior how it used to be 2 years ago, the interface of Wikidata has changed and "the new project" doesn't exist anymore and instead of Save, now its Publish.
