TASK DESCRIPTION
Logging config of WDQS is somewhat of a mess. The goal of this cleanup is:
- have full logs on stdout when running blazegraph or updater manually
- be able to run multiple instances of updater, without the logs being mixed up
- have only immediately actionable logs on stdout when running in a systemd unit
- have full logs sent to logstash
