TASK DESCRIPTION
- Assume units are given as full URIs of wikidata items.
- Localization should be based on the labels of that Wikidata item
- Unit names can be overwritten with unit symbols in system messages, e.g.
wikidata-unit-symbol-Q828224 = 'km'.
TBD: 3rd party clients must have an efficient way to query and use such
labels.
