IIRC QuickStatements do not work with newbie accounts. It is currently not possible to change the newbie limit based on IP address (there's no proces for it). You can use Administrators' noticeboard to request things from admins.
If your users will have an account before the event, adding any throttle rule would be useless, as it affect only account creation phase. Please let me know if you need the throttle rule.
