If we invent a way to properly indicate which of these tasks are off the Team 
radar, then anybody will be able to browse such tasks and identify which of 
them are higher priority. You appear to be missing this point repeatedly by 
insisting that volunteers should work on a set of tasks with the same priority, 
that of "needs volunteer". This simply puts them into an entirely different -- 
and not very nice -- world.
