So I don't know about comparing the generated state with the "expected state", as writing the expected state anywhere would be quite some effort and also prone to error.
Instead I think this should behave something like the puppet compiled diff that is generated as part of a jenkins job for the puppet repo.
A similar job for mw-config could output the state of all globals for all sites before and after the change being looked at.
This could then easily be scanned with the human eye to see what the small change in mw-config changed across all sites.
For example then while simply trying to move config around intending to change nothing, you should see a 0 diff.

I have seen how useful puppet compiler was in lots of cases to me. I second this.
